William R. Hartman, Jr., Ed.D.William R. Hartman, Jr., Ed.D., who retired as superintendent of the York Suburban School District, is the executive director of the Pennsylvania Association of Elementary and Secondary School Principals (PAESSP).

Dr. Hartman brings a background of 38 years in public education to PAESSP. He has served 29 years as an administrator. He spent 20 of those years as a superintendent and assistant superintendent in the York Suburban School District. He began his career as a middle school teacher in West Chester, where he taught social studies and math. He served as a principal in the Waynesboro Area School District for nine years.

Dr. Hartman received a bachelor’s degree in secondary education from Elizabethtown College; a master’s in middle school resources from the University of Pennsylvania; his elementary and secondary principal certification from Villanova University; and a doctorate in educational leadership from the University of Pennsylvania.

During his tenure as principal, East Junior High School in the Waynesboro Area School District, was recognized as a “School of Excellence” by the Pennsylvania Department of Education and the United States Department of Education (USDOE). In addition, he was the principal of a USDOE Blue Ribbon School, received the Outstanding District Administrator Award from Phi Delta Kappa (First Capital Chapter) and the Pennsylvania Association of Elementary School Principal’s Outstanding Service Award.

Dr. Hartman has completed training as an instructor for the Pennsylvania Inspired Leadership (PIL) Program and conducts workshops for principals. He is an instructor for the National Institute for School Leadership Training and Pennsylvania Leadership Induction Network Training and mentors principal protégés.

He is a member of the American Association of School Administrators, the Association for Supervision and Curriculum Development, Phi Delta Kappa, the National School Boards Association, Rotary, the Chamber of Commerce, the Penn State Study Council, the University of Pennsylvania Study Council and the Shippensburg Study Council.

He resides in Hanover, with his wife, Rozenna. They have one son, Daniel, who is a principal in the South Western School District.
