AN ACT

1. Amending Title 24 (Education) of the Pennsylvania Consolidated

2. Statutes, providing for definitions of "enhanced-year service

3. credit" and "supplemental contract"; and providing for use of

4. enhanced-year service credits as a portion of credited school

5. service.

6. The General Assembly of the Commonwealth of Pennsylvania

7. hereby enacts as follows:

8. Section 1.  Section 8102 of Title 24 of the Pennsylvania

9. Consolidated Statutes is amended by adding definitions to read:

10. § 8102.  Definitions.

11. The following words and phrases when used in this part shall

12. have, unless the context clearly indicates otherwise, the

13. meanings given to them in this section:

15. "Enhanced-year service credit."  A fractional increase

16. provided to an active or vested member who is a professionally

17. certified administrative employee and has been employed for at

18. least five years under a contract requiring a minimum of 200

19. work days or 1,500 hours per year, exclusive of days or hours

1. worked under the terms of a supplemental contract.

3. "Supplemental contract."  An employment agreement between an

4. employer and a school employee who performs compensated work as

5. an advisor, coach or in any activity usually performed outside

6. of the normal school day.

8. Section 2.  Section 8302 of Title 24 is amended by adding a

9. subsection to read:

10. § 8302.  Credited school service.

12. (b.3)  Enhanced-year service credit.--Notwithstanding any

13. provisions of this title to the contrary, any active or vested

14. member shall receive an enhanced-year service credit based on

15. the following formula:

16. (1)  An enhanced-year service credit shall be calculated

17. by multiplying 0.15 by the number of years worked at or

18. between 200 and 215 days or 1,500 and 1,620 hours per year;

19. 0.20 by the number of years worked at or between 215.1 and

20. 235 days or 1,620.1 and 1,770 hours per year; and 0.33 by the

21. number of years worked more than 235 or 1,770 hours per year.

22. (2)  The enhanced-year service credit shall be added only

23. for the purpose of calculating an annuity and not for

24. purposes of adding eligibility points for annuities under

25. section 8307 (relating to eligibility for annuities).

26. (3)  The enhanced-year service credit shall be limited to

27. a maximum of three years.

29. Section 3.  This act shall take effect immediately.
