FORMER PAESSP EXECUTIVE DIRECTOR PASSES AWAY

He was 80 years old. Dr. Manchester came to the association from the
Department of Education where he served the Commonwealth as the Commissioner of
Basic Education. He also served as an English teacher and a superintendent. One
of his favorite projects, as many who knew him would attest, was spelling -- in
particular, his Big Words project. As stated by a member in a recent e-mail
message, "His ideas have built the foundation of what PAESSP is
today."
